With reference to your confidential staff

despatch of 5th October, 1938, approving the promotion

of Mr. A.B. Purves to the post of Director of Public

22280 CR Works, I have the honour to recommend that Kr. H.J.

And 35 on 22280 OR

Pearce, Executive Engineer, be appointed to fill the

resulting vacancy in the grade of Assistant Director

of Public Works, with effect from 28th September, 1939.

2.

Mr. Pearce, who is fifty-two years of age,

was first appointed on 23rd October, 1919, as Assistant

Engineer in the Public Works Department, and was

promoted Executive Engineer on 25th September, 1930.

He is now the Senior Executive Engineer, and is well

qualified by experience and merit for appointment as

Assistant Director of Public Works, in which post he

has acted since 13th May, 1939.

I have the honour to refer to correspondence

(1) ending with Mr. Ormsby-Gore's despatch No.493 dated 29th

November, 1937, regarding the vacancy for a Quantity

Surveyor, Public Works Department and to inform you that

considerable difficulty has been experienced in finding a

suitable candidate either through the Crown Agents for the

Colonies or locally, at the salary proposed in the

particulars of post enclosed in Mr. M. L. Smith's despatch

No.538 of 18th August, 1937, and though at the request of

the Crown Agents a higher initial salary was offered it

has not yet enabled them to find a suitable candidate.

2. A suitable candidate is now however forthcoming

locally in the person of Mr. W. J. Skinner who has been

offered and accepted the post provisionally on the terms

Enclosure No.1. and conditions set out in the attached letter addressed to

him by the Director of Public Works. Mr. Skinner was

offered a higher initial salary in view of his age and

experience. He has given notice to terminate his present

employment and will be able to report for duty on 1st

December, 1938. A copy of his form of application for

Enclosure No.2. appointment is enclosed.

I shall be glad if this appointment may receive

your approval in accordance with Colonial Regulation 28.

With reference to your application for an appointment as Quantity Surveyor in this Department, I have the honour to offer you, subject to the a pproval of the Secretary of State for the Colonies, engagement as a Quantity Surveyor on the following terms:

W.J.Skinner, Esq.,

(1) Appointment to be on agreement for three years,

with probable permanency subject to satisfactory

service during the period of the agreement. Agreement to be executed after receipt of Secretary of State's approval of the appointment, and to date from date of commencement of duty.

(2) Commencing salary to be £620, rising to £645 and

£670 in the second and third years of the agreement; thereafter, should your appointment be confirmed, to

£910 by one annual increment of £90 and five of £30.

(3) Non-pensionable Residential Allowance to be payable

while you are on duty in the Colony, equivalent to

20% of salary in excess of £500 (£24, £29 and £34

per annum during the three years of the agreement, and reaching £82 on the maximum salary of the post). (4) Salary and Residential Allowance to be paid monthly

in local currency while you are serving in the Colay,

at a rate of exchange fixed from time to time by

the Government. This rate is at present 1/3d. =

Empress Lodge, Lody Road, Kowloon.

$1.00 so long as the Treasury rate of the dollar,

based on the average rate of the Hong Kong &

Shanghai Banking Corporation, remains at or below

that rate.

(5) An abatement of 4% to be made from your salary under
